2018年1月19日，中国政法大学国家法律援助研究院成立暨法律援助制度学术研讨会在北京举行。全国人大常委会法制工作委员会、最高人民法院、最高人民检察院、司法部、公安部、全国妇联、共青团中央、中国法律援助基金会、国台办海峡两岸交流中心等部门的领导出席了研讨会。来自北京大学、中国人民大学、中国政法大学等三十多所知名高校的专家学者、来自全国各地的实务界专家、地方各级司法行政机关和法律援助中心的代表，以及部分知名律师事务所代表参加了此次研讨会。此次研讨会由中国政法大学主办、中国政法大学国家法律援助研究院承办。
The ceremony for the foundation of National Institute of Legal Aid and conference on legal aid system is held on 19 Jan., 2018 in Beijing. The representatives of Legal Affairs Committee of the Standing Committee of the National People's Congress, Supreme People's Court, Supreme People's Procuratorate, Ministry of Justice, Ministry of Public Security, Chinese Federation for Women, Central Youth League, China Legal Aid Foundation, the Taiwan Strait Exchange Center of Taiwan Affairs Office attended the ceremony and the conference. Moreover, scholars from more than 30 universities, including Peking University, Renmin University of China and CUPL. Experts of legal aid practices, representatives of judicial and administrative organs and legal aid centers, and lawyers were also present. The conference was organized by CUPL and undertaken by National Institute of Legal Aid.

此次研讨会围绕我国法律援助制度的发展与完善依次讨论了三个主题：“中国司法改革与法律援助”、“中国特色社会主义法律援助制度的发展与完善”、“全球治理与中国法律援助制度”。
Centering on the development and improvement of legal aid system, the conference focused on three topics: the reform of judicial system and legal aid in China; the development and improvement of socialistic legal aid system with Chinese characteristics; and global management and China’s legal aid system.
“完善法律援助制度”是党的十八届三中全会、四中全会提出的全面深化改革内容之一，也是新时代中国特色社会主义法治建设的历史使命和时代需求。与会嘉宾一致认为，此次研讨会深化了关于法律援助制度重要法治地位的认识、厘清了法律援助制度建设与当前司法改革之间的相互关系；同时，对于推动具体法律援助制度的发展完善、明确我国法律援助制度在全球治理中的特色与贡献，也具有非常重要的学术理论价值和实践指导意义。
“To improve legal aid system” is one of the requirements of a comprehensively deepening reform approved by the Third Plenary Session and the Fourth Plenary Session of 18th Meeting of the Party. It is also a historic mission and demand of the times for the construction of socialistic rule of law with Chinese characteristics in the new era. The participants of the conference reach an agreement that the significance of the conference lies in its importance of legal aid to the rule of law, and clarification of the relationship between legal aid system and judicial reform. In the meantime, the conference also serves to promote the development of academic theories and identify the characteristics and contribution of China’s legal aid work in a global context.
积极推进我国法律援助制度的发展与完善是新时代的历史使命和时代需求。党的十九大报告指出，在新的时代条件下，我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾，法治生活是人民群众美好生活的重要方面。法律援助作为满足人民群众日益增长的法律服务需求的重要途径，不仅需要大力推进这一事业的发展，更需要不断深入、系统的法律援助理论研究。在研讨中，与会专家一致认为，法律援助是我国司法体制改革的重要内容之一，同时也是一项伟大的民生工程。发展和完善我国法律援助制度，要遵循国情，根本任务是要发展壮大我国整体的法律资源，当务之急是要使得现有的法律资源最大限度地惠及有需要的公民。在保障公民获得法律援助权利的同时，还要逐步提高法律援助质量，努力使我国法律援助从量到质稳步提升，最终构建起完善、高效的法律援助服务体系。
To develop and improve the legal aid system is the historic mission and demand of the times in the new era. The report of the 19th Meeting of the Party states that the main conflict in our society has changed to the conflict between the growing needs for a better life and the imbalanced and insufficient development. The rule of law is an important aspect of a better life. Since legal aid is an important measure to satisfy the growing needs for legal service, China must not only develop legal aid work, but also promote more theoretical and systematical research. During the conference, the participants reach an agreement that legal aid is not only one of the crucial parts of judicial reform, but also a big project for a better life. The development and improvement of legal aid system, must be based on the features of China’s development, and the essential mission thereof is to develop and expand our legal resource. It is important that the currently available legal resources should benefit those in need of legal assistance to the utmost extent. The right to legal aid must be guaranteed, and in the meantime, the quality of legal aid must also be improved. The development of legal aid should attach more significance to quality than quantity. Only by improving the quality of legal aid will China establish an advanced and efficient legal aid system.
